Hi, local internet asshole here. Putting on my "Know it all" hat. :)

The problem is that the assumption here is that the world's biggest problems are funding problems. They aren't. Poverty is often the symptom; not the disease.

Corrupt politicians, abusive governments, broken legal systems, and cultures that revel in violence and abuse dogmatically are what keep many nations poor. Dumping billions into those systems without fixing the underlying issues is often no different than pouring water into a bucket full of holes. The money disappears and the problems remain.

In short, this post question is the equivalent of wanting to give all the heroin addicts on Skid Row $5000 and then being surprised that a week later it didn't actually help them at all. It's like "Yeah, you gave a bunch of addicts a bunch of money. What else did you expect them to do with it but buy drugs?"

I see what you mean but they are also not trying to fix those issues. They're more likely to take advantage of the broken legal system, and push for more and more loopholes.

Just to add. A real example is with a North Korean famine, several countries had donated food, enough to solve their hunger problem, yet the leaders of North Korea didn't distribute the food.
