Why is education not a basic human right?

Isn't it defined as a human right?
In Norway all education is free. It used to be free for foreigners living in Norway as well, but I believe they changed it recently, so it's only nationals that get free education now. It caused a lot of people who have already come here to study to suddenly have to pay a lot of money.
In my opinion, it should be free to anyone that pays tax in Norway. That's what tax money is for: preserving the public good.
Because in our contemporary, capitalist society, the 99% are only allowed to survive in order to enrich the lives of the "rich and fabulous." The more educated an individual becomes, the less complacent ey become, and the more likely to rock the boat, so to speak. Because of that, politicians, celebrities, and authorities have engineered a society where most people are poor and desperate, and the small handful who do have enough money (medical staff, legal workers, engineers, etc) are so overworked that they cannot properly enjoy life or threaten the ultrarich.
